The goals for a transition toward sustainability, as we set them out in Chapter 1, are to meet human needs over the next two generations while reducing hunger and poverty and preserving our environmental life support systems. The activities to approach this goal can only move ahead within the constraints set by resources and the environment. In this chapter, we therefore ask two related questions:. Rather, it is to highlight some of the most serious environmental obstacles that might be met in plausible efforts to reach the goals outlined in Chapter 1 and along development paths such as those explored in Chapters 2 and 3, to take timely steps to avoid or circumvent these obstacles. This chapter begins with a brief discussion of the approaches and issues we considered in scouting the environmental hazards that societies may confront.
African environmental issues are caused by anthropogenic effects on the African natural environment and have major impacts on humans and nearly all forms of endemic life. Issues include desertification , problems with access to safe water supply , population explosion and fauna depletion. These issues are ultimately linked to over-population in Africa, as well as on a global scale. Nearly all of Africa's environmental problems are geographically variable and human induced, though not necessarily by Africans. The large scale felling of trees and the resulting decreases in forest areas are the main environmental issues of the African Continent.
Environmental protection is a topical and controversial issue of contemporary Third World development. As a result of the growing crisis of environment and development as well as issues of global environmental balance, divergent views and proposals have been put forward by external governments, international agencies, and environmental groups in resolving the environmental degradation problems of the developing world. However, very little appraisal has been made of the efforts by indigenous Third World governments in facing up to their environmental conservation issues. This article examines the role of past and recent government environmental control policies and programs in Nigeria. The article analyzes three aspects of environmental protection: 1 the theoretical economic bases of environmental protection and the Nigerian approach to environmental protection, including traditional values and modern institutional control measures, the latter embracing nature conservation efforts; 2 environmental considerations in national development plans; and 3 the evolution of a federal environmental protection agency and a national policy on environment.
